DOT leaders are currently emphasizing practical first steps rather than grand long-term visions. They are focused on addressing immediate challenges such as labor shortages, filling potholes, and improving driver satisfaction. Most leaders project that it will take two to three years to develop a formal Intelligent Transportation Systems (ITS) investment plan.

Cybersecurity is considered a foundational element for all decisions regarding digital infrastructure. It is viewed as the leading Key Performance Indicator (KPI) that must be prioritized to protect the interconnected systems from potential threats. Many DOTs are struggling to integrate advanced cybersecurity measures into their existing systems due to challenges in attracting skilled professionals.

Collaboration is vital for long-term technology success in transportation. It involves breaking down silos between public and private sectors and sharing knowledge across different DOTs. By fostering partnerships and collective decision-making, the industry can enhance scalability and unlock federal support, ultimately leading to more effective and innovative solutions.
